A personal loan is an unsecured loan. Most banks and credit unions will give you $1,000 unsecured. $2,000 if you have a car they can lien. The only way to get $13,000 is a home equity loan.
You can apply at prosper.com (not my website) for a loan of $13,000. One person can loan you the whole thing or 130 people can each loan you $100.

You can definitly get a personal loan with your score. Not sure exactly where though. Bank Of America offers lines of credit but their fees are astronomical. One suggestion, you could go to a debt settlement company, if you dont mind taking the initial hit on your beacon score. You would be able to raise your score really fast and easily with your credit history. But they would settle that $10,000 to $5,500 and those programs dont have the long term effects. But you would need to have a reason like falling behind on payments to enroll (at least in reputable ones). I used to get rid of $15,000 in 1 yr. and my score went up after the program.

Try a credit union if you have access to one. Otherwise, try a local bank. Go in and make personal contact either way.

If you have some security to offer, that may help lower the rate. 10% isn't that bad on an unsecured loan.
